and you are converting code sets in filename.
If you do not specify filename, ICONV reads from standard input (stdin). The converted file is sent to standard output (stdout). If filename contains codes that are not included in the fromcode code set, ICONV stops translating. If fromcode specifies characters that do not exist in tocode, the characters are translated to a default character defined by the particular conversion taking place. The values for fromcode and tocode identify either a converter within the converter DLL, or a conversion table created with ICONVDEF. The function iconv_open is used to find a converter that matches the fromcode and tocode names. ICONV opens the input and output files as binary. All characters from the input file (including any trailing ctrl-Z character) are converted from the input codepage to the output codepage and written to the output file.
