one can do many things. The problem is you need someone who will
actually do the work. but no one really wants to do this or has no time
(which gives the same effect). Besides that, most of community is not
interested in this project (which is very depressing and discouraging).

The last time I was working on osFree code, I started implementing cmd
clone, but then open-source 4os2 was released which make further cmd
cloning nonsense (afaik it also has some other commands implemented).
Since then I got a job, few other to-be-completed-for-yesterday
projects and graduation in progress and simply have no time...
It is up to you (all) to make some progress now.

eh, going back to work...

We already have XFree86. Another GUI? I consider this is not so good
idea. We have two different {video} driver models already. One is XFree
servers, another - PM drivers (wich also divided onto classic, gradd,
snap {i have missed something?}).

Anyway, having so many different drivers for one videocard - very
stupid approach. 2 GUI - 2 drivers. 3 GUI - 3 drivers. No, thanks.

FreePM is still being worked on. I was told this at the
forum at http://www.os2world.com and by checking the files
at http://frepm.sourceforge.net (it is not immediately
apparent but if one goes 'digging' in the directories and
subdirectories one finds that the files have dates with
2003 on them (various parts of this year - from a month
ago to a couple months ago). I thought it was a 'dead'
project but it is still 'alive'.
